INTRODUCTION:
CARE is an international development and humanitarian aid organization
fighting global poverty, with a special focus on working with women and girls
to bring lasting change to their communities. As a non-religious and
non-political organization, CARE works with communities to help overcome
poverty by supporting development efforts and providing emergency assistance.
We believe supporting women and girls is one of the most effective ways to
create sustainable outcomes in poor communities.
CARE’s long term program will focus on women and girls in rural
disadvantage areas with four priority areas: SRM Health and Rights, Women’s
Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The Project Officer is responsible for supporting the Project
Manager with the overall planning and management of the AHP-DFAT Project at the
Municipality level and provides quality oversight to ensure that activities
implemented in the target aldeias/socos are using the appropriate strategies.
The position is responsible for managing/supervising Field Officers and
providing them with guidance on CITL process and procedures as required. The
role will also play an important role in continuing to foster the relationship
with various stakeholders in the target areas, which is Viqueque. The PO will
be responsible for overseeing all field level reporting and finances, and
supporting in preparation of project level planning and reporting. This job description may need to revise based
on project needs.
MAIN RESPONSIBILITIES:
Project Management:
·
Responsible for planning, implementing and reporting of
activities happens on a timely basis in the target areas
·
Ensure timely and open communication with Deputy Project
Manager in order to facilitate appropriate decision making in regards to the
project
Project
planning:
·
Along with FOs, develop work plan for all the activities
awarded in the contract considering the given timeframe with the support from
PM.
·
Approved monthly work plans for project activities
developed by FOs and ensure its implementation.
·
In case of any deviation in planned activities should
communicate with PM and make alternate plan Also update DPM without any delays
along with the alternate plan.
Project Implementation:
·
Ensure field officers are coordinating with the local
leaders (Director-Health at
Municipality level, CHC at Admin Post level and Health Post at Suco,
Administrator-Administrative Post, Xefe Sucos, Xefe aldeias, other leaders in
the assigned areas. Ensure preparation of a contact list with all stakeholders
and communicate with the concerns as required.

Support FO in Identify
the vulnerable group/Institutions to distribute budgeted materials of handwashing
stations (includes soap), water tanks and COVID-19 prevention awareness
outreach and messaging with communities
·
Support Field Officers in ddistributing of different materials to the
Vulnerable group and Institutions and Raise awareness on COVID-19 mitigation
with the health workers
·
Monitoring of health
awareness sessions delivered by Health Workers and Xefi Suco/Aldeias
·
Ensure collect gender
disaggregated data.
·
Ensure Municipality and sub-district authority are
updated about the project progress and future plan.
·
Support FO to work closely with Community Radio
on COVID 19 broadcasts (radio Kommunidade) and social media on prevention
awareness raising and also to promote messages on positive parenting, shared
household responsibilities and shared caring responsibilities
·
Support FO to distribute
hygiene kits and PPE at health posts, SISCa (Community Health Outreach
Service), safehouses and community health centres, and Distribution of PPE
(personal protective equipment) to health workers and other vulnerable
groups.
·
Ensure Farmers and Farmer
Groups and vulnerable households to grow and store produce and support to
vulnerable households to maintain food security
·
Support FOs to using
social media to promote gender-based violence referral services and healthy
relationships and radio to promote messages on positive parenting,
shared household responsibilities and shared caring responsibilities
·
Ensure that information
about the referral system of domestic violence and gender-based violence (GBV)
·
Provide whistles for
women and adolescents as a violence protection lens to alert others if they
experience violence distributed to all suco targeted.
·
Ensure that all relevant data are stored and captured
·
Ensure staff are reimburse advance taken for the project
activities.
·
Ensure collection of record and follow up on success
stories, lessons learned and progress towards outcomes as per plan
·
Assist PM in report writing both monthly and final.
Human Resources,
Financial and Logistics Management:
·
Supervise Field Officer based in the municipality level.
·
Developing performance development plans according to
mutual agreement as applicable.
·
Together with the management team, help all staff to
develop ownership and responsibility for the program as a whole and create a
team spirit amongst staff
·
Identify critical staff capacity needs and communicate
to HR and PM as appropriate
·
Support PM in preparing procurement plan, monitoring
expenditures, and monitor against the budget and guidelines of CITL and the
donor.
Monitoring and Evaluation
·
Ensure the quality of implementation of project specific
activities in line with the program MEL plan and close collaboration with the
Program Quality unit.
·
Provide regular reports to PM in regards to the progress
of the program and also in-case of any deviation from the approved plan with
alternate suggestion/plan.
·
Support team in baseline, mid line, and end line data
collection process and also reporting.
·
Track progress of planned activities and based on the
progress prepare plan for the next.
Liaison and
Representation
·
Liaise with relevant stakeholders to update/share the
project progress
·
Represent CITL in all forum as required.
Other
·
Manage project advances, expenditure and financial
acquittal with support from the DPM.
·
To proactively participate in the APPA
process including the annual appraisal, midyear review and regular 1:1
meetings, ensuring that the APPA process (including the paperwork) is an
integral component of Annual Work Plans and activities as applicable.
·
Promote a safe and secure work
environment; foster a culture of safety and security awareness and consistently
follow all CARE safety and security policies, procedures and directives
·
Demonstrate an understanding of gender
equality and women’s empowerment, disability inclusion and a commitment to
CARE’s approach and values including ethnic diversity and cultural sensitivity
·
Uphold and promote CARE’s commitment to
Child Protection
·
Uphold CARE’s code of conduct
EXPERIENCE AND QUALIFICATIONS:
·
Relevant Bachelor’s degree with at least 5 years’
experience in managing project in the municipalities
·
Good leadership and management skills
·
Experience in project planning, and monitoring of work
plan, budget and expenses
·
Ability to promote collaboration with CITL staff,
Government, Local authority, and other partners
·
Ability to understand, comply and uphold all relevant
CARE International in Timor Leste policies and standard procedures
·
Ability to write and present regular reports to
management as required
· The candidate
should be organized, effective, creative, a team player, and highly motivated
Computer
literacy within standard Microsoft Office programs, i.e. Word, Excel, Power
Point, and Data Bases and excellent communication skills in English and Tetun
both written and spoken. Local languages such as Makasai an asset.
