INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:

The purpose of the Communications and Marketing Manager is to support the implementation of the Lafaek Business Plan, private sector engagement and the Lafaek Social Enterprise Initiative at CITL. This will include the provision of specific technical advice to support the program in terms of communications, business development, social enterprise practices, market analysis and working with the private sector. The role will lead on the development of key private sector partnerships to support the implementation of CITL’s program and to promote a positive public image of CARE with the Government of Timor-Leste, partner organisations and private sector.

The Communications and Marketing Manager directly line manages 2 staff and is expected to pursue a clear and compelling vision and motivate high performance.

This position is based in Dili, with possible travel required to other sites.

MAIN RESPONSIBILITIES:

Strategy and Leadership

  • Lead the development and review of the concept design including analysis, theory of change, developing project concepts and sourcing funding and partnership opportunities;
  • Develop high quality proposals for submission to donors/private sector for the project; and
  • Demonstrate a passion and commitment to CARE’s approach and values including gender equality, ethnic diversity and cultural sensitivity and inspire leadership on these issues through the CARE International in Timor-Leste team.

Private Sector/Partner Engagement

  • Support the expansion of the private sector partnership portfolio for CITL to support its long-term program priority areas including through sponsorships; and
  • Represent CITL on key external networks and forums and engage actively to raise CITL’s profile in the private sector.

Social Enterprise Development

  • Lead assessments and analysis related to partner engagement (including private sector) for the Lafaek enterprise including for the online products and advertisements;
  • Support the implementation of the priorities identified in the Lafaek Business Plan;
  • ; and
  • Responsible for the execution and control of the budget allocated to the Communications and Marketing team.

Marketing Objectives and Implementing Strategies

  • Provide technical leadership and support in business development and sourcing of funds to support the Lafaek Enterprise;
  • Support the development/adaption and implementation of the Lafaek communications and marketing strategy and tools as relevant; and

Capacity Improvement

  • Provide capacity improvement support on communications, private sector engagement, marketing, and social enterprise to Lafaek staff as relevant; and
  • Supervise and support the Communications and Marketing team.

Representation

  • Develop and maintain effective relationships with relevant government ministries, local and international NGOs, private sector agencies, the UN and other agencies at the national level;
  • Manage relationships with key donors, government officials, private sector, and other key partners;
  • Provide clear explanations of the Project and CARE’s work (especially Lafaek) in Timor-Leste to partners, government agencies and other relevant stakeholders; and
  • Represent CITL and project partners in all relevant forums at national and international levels.

Others

  • To proactively manage the APPA process including the annual appraisal, midyear review and regular 1:1 meeting, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives;
  • Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity; and
  • Uphold and promote CARE’s commitment to Child Protection.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelors’ degree in business, marketing, commerce or other related technical degree;
  • Minimum 4 years of experience in communications and marketing in the Timor-Leste context;
  • Experience in the design and development of market analysis and business planning;
  • Familiarity with online social media platforms like Facebook and website management;
  • Proven track record in managing a private sector partnership portfolio;
  • Willingness to travel to the municipalities including rural areas for a period of time;
  • Proven people management skills;
  • Demonstrated high level organisational, financial and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Demonstrated experience in effectively leading, people management and motivating a team;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Excellent English and Tetum skills (verbal and written);
  • Strong leadership and facilitation skills with an ability to work independently;
  • Ability to comply with and uphold all relevant CARE International in Timor-Leste policies and standard procedures; and
  • Fully conversant in Office applications, i.e. Word, Excel, Power Point, and data bases.
