PURPOSE OF THE POSITION:

Under the supervision of the Finance and Administration Manager (the FAM), the Senior Accountant will provide the effective support in completing the financial and accounting process for a CITL project in compliance with generally accepted accounting principles and practices and meeting all CARE and Donor policies and requirements. The Senior Accountant will coordinate all financial support issues with the project team, reviewing the project expenditure and adjustment when required, assisting the FAM to address Audit recommendations and provide support for financial training for all project staffs including in the field offices.

The role requires professionalism, good leadership, excellent organisational and planning skills and attention to detail with an ability to work confidentially and appropriately with others across a diverse team.

This position is based in Dili, with frequent travel required to other field offices.

MAIN RESPONSIBILITIES:

Finance areas

 Accounting procedures and financial management

  • Ensuring adherence to the manual in all accounting and financial transactions of projects;
  • Reviewing and signing PVs of payments at the project office;
  • Reviewing FinSun of their project areas;
  • Reconciling asset and inventory register;
  • Assisting CO Finance Manager to complete end of month processes according to timetable;
  • Safekeeping of accounting information and supporting documentation;

Banking and cash management

  • Tracking the funds received from the donor and prepare the fund balance reconciliation every end of the month;
  • Ensure the cash transfer to field offices with the proper documentation and timely manner;

Fund disbursement and adjustment

  • Providing timely, reliable and accurate support to Directors and Managers in preparation of budget, CWP, cash projection, Budget versus Actual review and budget amendments;

Project reporting review and analysis

  • Producing financial reports for budget holders and donors;

Audit and project closure

  • Assist in audits (internal and external) conducted in-country;
  • Preparing the final payment for departed staff;
  • Involve in the project closure activities especially relating to finance matters;

Field Offices Support (operation and project team)

  • Carrying out regular field visits to review documentation kept at field office, ensures full understanding of and compliance with this manual and donor regulations;
  • Providing training to staff, managers and partners in financial management and donor guidelines;

Other tasks

  • Participate the coordination operation team in regular basis;
  • Represent the project at meetings as required;
  • Provide back-up during the FAM absence;
  • Provide technical support to project activities involving finance training;
  • Accomplish any other job as & when required as assigned by supervisor.

OTHER RESPONSIBILITIES:

  • To proactively participate in the staff evaluation (APPA) process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
  • Demonstrate an ongoing commitment to gender equality, diversity and child protection.

EXPERIENCE AND QUALIFICATIONS:

  1. Minimum Bachelors’ degree in Accounting or equivalent preferably with recognised accountant qualification (CPA/CA/CMA) plus and/or minimum 5 years’ relevant work experience, preferably in an International Non-Government Organisation (INGO);
  2. Ability to manage the finance technical function and implement procedures and processes, with minimal supervision;
  3. Proven demonstrated experience in handling project financial reports from USG funded projects will be an advantage;
  4. Excellent written and verbal skills in both Tetum and English;
  5. Demonstrated knowledge of and experience in finance software (SUN highly desirable) and MS Office (Windows, spreadsheets, etc.);
  6. Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  7. Demonstrated problem solving, planning, and analytical skills;
  8. Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
  9. Demonstrated ability to take direction and to work as part of a team;
  10. A willingness to learn about CARE, gender equality and women’s empowerment activities;
  11. Excellent numeric skills.
