INTRODUCTION:

The Timor-Leste COVID-19 and Health Systems Strengthening Support Project is a three-year project in Viqueque and Covalima, implemented by CARE International in Timor-Leste.

The project development objective (PDO) is to strengthen the capacities of communities in their preparedness for and response to COVID-19 and other health emergencies.

The PDO will be achieved by (i) strengthening the linkages and improving coordination between community-level institutions and formal government programs and services in the health sector; (ii) strengthening the capacity of community organizations; and (iii) improving community awareness, knowledge, attitudes, and behavior to COVID-19 and other health emergencies.

The project will work closely with the Government of Timor-Leste at national and sub-national level and with Suco (Village) Authorities and community leaders. 

PURPOSE OF THE POSITION:

Under the overall guidance of Monitoring, Evaluation & Learning Specialist, the Senior Project Officer – Gender (SPOG) is responsible for planning, implementation, reporting and monitoring of the gender and inclusion specific project activities. This includes tasks from the development of a gender and inclusion plan as well as Gender equality and diversity, engaging men and boys as well as Gender Based Violence (GBV) trainings to Water User Groups (GMFs) and other community management structures and task forces. The SPO-G will also be the gender focal point of the project and will attend the regular CITL Gender Working group meetings and ensure that CITL’s Gender Equality strategy is applied throughout the project. 

MAIN RESPONSIBILITIES:

  • Assist in the initial project assessment and ensure that gender analysis is included in the assessment.
  • Strengthening gender transformative and inclusive local municipal and community management structures and capacities through promoting gender responsive social inclusion in DMCs, COVID-19 taskforces, GMFs and other community management structures
  • Develop gender and inclusion plan for the project
  • Take a lead in implementing, monitoring and reporting on gender specific activities and gender outputs and where necessary support evaluations and any other studies
  • Be the lead facilitator for all gender equality and diversity, engaging men and boys and GBV trainings
  • Lead on coordinating with the communities and other relevant stakeholders for delivery of planned sessions.
  • Collect data related to gender equality based on the Monitoring, Evaluation, and Learning (MEL) plan and provide inputs for reports.
  • Draft beneficiary stories in English/Tetun through interviews to beneficiaries.
  • Prepare monthly reports based on the implementation of the activities to report to Program Manager.

OTHER RESPONSIBILITIES:

  • Engage in emergency preparedness; assist in any emergency response as required.

Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives.

  • Demonstrate understanding of gender equality and women’s empowerment and a commitment to CITL’s approach and values including ethnic diversity and cultural sensitivity.
  • Uphold and promote CITL commitment to the prevention of harassment, sexual abuse and sexual exploitation and Child Protection.
  • As a gender focal point, be an active member of the internal gender working group (GWG) meetings

EXPERIENCE AND QUALIFICATIONS:

  1. Education and experience
    1. Minimum Bachelor’s degree in Community Development and / or minimum 4 years’ relevant work experience, preferably in the field of gender equality / women’s empowerment or community mobilization at the municipality level for an International Non-Government Organization (INGO)

2. Skills and abilities

  • Ability to support management with integrity and implement procedures and processes, with minimal supervision
  • Proven experience in facilitation skills.
  • Proven understanding of gender equality and women’s empowerment activities.
  • Proven understanding of social behavior change
  • Ability to write and present regular reports to management and partners as required
  • Ability to promote collaboration with CITL staff, Government, Local authority, and other Partners
  • Demonstrated high level time management skills, including the ability to plan and manage
  • Workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment.
  • Good leadership, problem solving, planning and attention to detail.
  • Demonstrated honesty, reliable and trustworthy.
  • Demonstrated ability to take direction and to work as part of a team;
  • Very good in Microsoft Office with knowledge in Microsoft Word and Excel, excellent numeric skills.
  • Fluent oral and written Tetum and very good written and verbal skills in English, local languages such as Mambae, Kemak, Bunak and Makasae is an asset
